전원위원회 운영에 관한 규칙

제1조 (목적) 이 규칙은 국회법(이하 "법"이라 한다) 제63조의2제6항의 규정에 의하여 전원위원회의 운영에 관하여 필요한 사항을 규정함을 목적으로 한다.

제2조 (전원위원회의 개회요구)

①법 제63조의2제1항의 규정에 의하여 전원위원회의 개회를 요구할 때에는 그 이유를 기재하여 요구의원이 연서한 요구서를 의장에게 제출하여야 한다.

②제1항의 규정에 의한 전원위원회의 개회요구서는 늦어도 본회의에서 당해 의안에 대한 토론이 시작되기 전까지 제출되어야 한다.

제3조 (전원위원회의 구성시기) 전원위원회는 법 제63조의2제3항의 규정에 의하여 의장이 전원위원장을 지명한 때에 구성된 것으로 본다.

제4조 (간사)

①전원위원회에 각 교섭단체별로 간사 1인을 두며, 국회운영위원회의 간사가 전원위원회의 간사가 된다. 다만, 국회운영위원회의 간사가 사고로 직무를 수행할 수 없는 때에는 전원위원장이 교섭단체대표의원으로부터 당해 교섭단체소속 국회운영위원회의 위원중에서 추천받아 지명한다.

②전원위원장이 사고가 있을 때에는 전원위원장이 지정하는 간사가 전원위원장의 직무를 대리한다.

제5조 (전원위원회의 개회)

①전원위원회는 본회의에서 당해 의안에 대한 심사보고 또는 제안설명이 있은 후에 개회한다.

②전원위원회는 제1항의 규정에 의한 심사보고 또는 제안설명이 있은 날에 최초로 개회한다. 다만 부득이한 사유로 심사보고 또는 제안설명이 있은 날에 개회할 수 없는 때에는 전원위원장이 간사와 협의하여 그 다음날에 최초로 개회할 수 있다.

제6조 삭제 <2006.9.8>

부칙 <제120호,2003.5.16> 이 규칙은 국회가 의결한 날부터 시행한다.
