제1조 (목적) 이 규칙은 「남북관계 발전에 관한 법률」 및 동법 시행령의 시행에 필요한 사항을 규정함을 목적으로 한다.

제2조 (남북회담대표 등의 임명장 등)

①대통령이 임명하는 남북회담대표 또는 대북특별사절에 대한 임명장은 별지 제1호서식에 의한다.

②통일부장관이 임명하는 남북회담대표에 대한 임명장은 별지 제2호서식에 의한다.

③통일부장관은 영 제14조제1항에 따라 남북회담대표 또는 대북특별사절을 보좌하는 수행원ㆍ자문위원 및 지원인력을 지원함에 있어 필요한 경우에는 위촉장을 수여한다.

④남북회담대표ㆍ대북특별사절ㆍ수행원ㆍ자문위원 및 지원인력은 남북회담 그 밖에 남북한이 공동으로 개최하는 행사기간 중에는 별표의 표지를 착용한다.

⑤보도인력 등 제4항에 따른 인력을 제외한 그 밖의 인원이 부착하는 표지는 남북한 간의 합의 등을 통하여 별도로 정한다.

제3조 (신임장의 발급)

①법 제15조제1항 및 제4항에 따라 대통령이 임명하는 남북회담대표와 대북특별사절의 신임장은 별지 제3호서식에 의한다.

②법 제15조제3항에 따라 통일부장관이 임명하는 남북회담대표의 신임장은 별지 제4호서식에 의한다.

제4조 (남북회담관련 입장발표 등) 통일부장관ㆍ수석남북회담대표 또는 수석대북특별사절은 남북회담대표 또는 대북특별사절의 임명ㆍ파견 및 임무수행에 관한 사항, 남북회담의 내용 및 결과에 관한 사항 등과 관련된 정부입장을 발표하고, 보도자료 등을 작성ㆍ배포하기 위하여 남북회담대표 또는 대북특별사절 중에서 대변인을 지정할 수 있다.

부칙 <제40호,2006.11.17> 이 규칙은 공포한 날부터 시행한다.
