감사원 전문인력 및 전문직위의 운영 등에 관한 규칙

제1조(목적) 이 규칙은 감사원 전문인력 운영 등에 관하여 필요한 사항을 규정함을 목적으로 한다.

제2조(용어의 정의) 이 규정에서 사용하는 용어의 뜻은 다음과 같다.

1. "전문인력"이란 감사대상 업무에 대한 전문지식과 감사기법을 두루 갖춘 핵심 전문가로 제5조에 따라 선발되어 전문직위에 보직하는 사람을 말한다.

2. "전문직위"란 감사원장(이하 "원장"이라 한다)이 전문성이 특히 요구되어 장기보직이 필요하다고 지정한 직위를 말한다.

제3조(다른 법령과의 관계) 이 규칙은 「공무원임용령」, 그 밖의 인사 관계 법령에 대한 특례를 규정한다.

제4조(전문인력운영위원회) 전문인력의 운영에 관한 사항을 심의ㆍ의결하기 위하여 감사원 내 전문인력운영위원회(이하 "위원회"라 한다)를 둔다.

제5조(전문인력의 선발)

① 위원회는 감사원 소속 직원으로 전문성 등 필요한 요건을 갖춘 사람 중에서 전문인력을 선발한다.

② 전문인력으로 선발된 사람은 전문직위에 배치되어 원장이 정한 역할을 수행하여야 한다.

제6조(보직관리 및 교육훈련)

① 전문인력은 전문직위에서 원장이 정한 기간 동안 근무하여야 한다.

② 전문인력은 매년 교육훈련계획에 따라 일정 시간 이상 전문교육을 이수하여야 하며, 원장은 전문인력이 교육훈련을 이수할 수 있도록 최대한 협조하여야 한다.

제7조(평가 및 선발해제)

① 전문인력은 매년 위원회로부터 업무, 교육훈련 등 전문인력으로서 활동실적을 평가받아야 한다.

② 위원회는 전문인력이 제5조에서 규정한 역할을 이행하지 않거나 제6조의 전문교육을 이수하지 않은 경우, 스스로 해제를 원할 경우, 위원회에서 평가한 결과 능력과 자질이 현저히 부족하다고 판단할 경우 전문인력을 해제할 수 있다.

③ 원장은 전문인력의 해제로 전문직위가 공석이 될 경우 전문인력을 재선발하여 전문직위에 배치하여야 한다.

④ 전문인력에서 해제된 사람은 해제된 날부터 2년 동안 전문인력으로 재선발될 수 없다

제8조(인사가점 및 수당)

① 원장은 전문인력에 대하여 인사가점을 부여할 수 있다.

② 원장은 전문인력에 대하여 전문직위 수당을 지급할 수 있다. 수당지급액 등은 「공무원수당 등에 관한 규정」 제14조를 준용한다.

제9조(세부사항) 이 규정에서 정한 사항 외에 위원회의 구성과 운영, 전문인력의 선발요건과 절차, 보직관리 등 기타 전문인력의 운영에 필요한 사항은 원장이 따로 정한다.

부칙 <제315호,2019.7.15> 이 규칙은 공포한 날부터 시행한다.
